is always a lot of organic matter like leaves or weeds which need to be

Perennial weeds should not be composted: e.g Dandelion or Dock Roots,
Nettles and their roots. But they can be put into a strong black
plastic bag (use two to make sure there is no light coming into the
bag), closed and left in a far corner of the garden. After 12 - 18
months the roots and seeds are broken down to a mineral rich soil.
This can now be added to the compost heap without danger to regrowth.
This approach produces valuable nutrients for your garden and helps to reduce your bin charges!
